In some countries, rights in real property are transacted efficiently, due to well functioning legal land registration and cadastre, while other countries strive to introduce the instruments needed to manage property rights. The international community has addressed these problems for some decades, but generally not with much success. Scientific investigations into this domain are emerging. However, the transfer of knowledge and instruments is hampered by the impact of different legal systems, administrative structures, and economic conditions.

The course addresses this situation, taking the European legal tradition as its base. It takes a functional view of law and cadastral systems, comparing them across different countries, and introduces graduates, who may mainly have a technical profile, to selected elements of the social sciences.

The course is intended for PhD students and for managers, who want to improve their scientific profile. It provides a multi-disciplinary view of the state-of-the-art of research in cadastral development.

The course aims at a consolidation of proven knowledge, which relates to the institution of real property rights. It shares this aim with the ESF/COST action G9: Modelling Real Property Transaction, of which the course organiser chairs the Management Committee.    

Course participants are expected to submit their presentations of PhD projects well before the course (Overheads, about 5 pages of text, extensive literature list). With about 20 participants, not all can expect to have their project presented. Selection will be made on the basis of scientific quality, commonality among participants of the issue and the difficulties addressed, and the degree of coincidence with content of lectures. Some presentations may be scheduled together with related lectures. The ETCS credits vary with involvement from 2 to 5.
